EU understands threats from Russia, question is whether it is capable of neutralizing them in timely manner

All EU and NATO doctrinal documents clearly identify the Russian Federation as a threat and reveal methods of waging hybrid warfare, but the question remains open as to how capable they are of neutralizing these threats in a timely manner.
